OEP License Complete Guide Pakistan 2026

To legally recruit and send workers abroad from Pakistan, an agency must hold an OEP (Overseas Employment Promoter) license issued by the Bureau of Emigration & Overseas Employment (BEOE). This guide explains what the license is, who is eligible, how to apply, and how to stay compliant in 2026.

1. What Is an OEP License?

An OEP license is the official authorization — granted under the Emigration Ordinance 1979 and Emigration Rules — that allows a person or company to operate as an overseas employment promoter. Without it, recruiting or sending workers abroad for employment is illegal.

The license makes an agency accountable to BEOE for:

  • Genuine job offers and demand letters
  • Fair treatment and protection of workers
  • Following the legal emigration (Protector) process

2. Eligibility

To qualify for an OEP license, an applicant generally must:

  • Be a Pakistani national of good character with no relevant criminal record
  • Meet the minimum education requirement set by BEOE
  • Have sound financial standing and provide the prescribed security or bank guarantee
  • Maintain a proper registered office that meets BEOE standards

Exact thresholds are set by BEOE and can change — always confirm the latest criteria on beoe.gov.pk.

3. Application Process

The typical OEP license application process:

Step 1: Prepare the office & documents

  • Set up a registered office that meets BEOE requirements
  • Gather all required documents (see below)

Step 2: Submit application to BEOE

  • Apply to the Bureau of Emigration & Overseas Employment
  • Pay the prescribed fees

Step 3: Verification & background check

  • BEOE and security agencies verify the applicant's background
  • The office premises are inspected

Step 4: Security deposit / bank guarantee

  • Deposit the prescribed security or submit a bank guarantee

Step 5: License issued

  • On approval, the OEP license is granted with a license number
  • The license must be renewed periodically

4. Documents Required

Commonly required documents include:

  • CNIC of the applicant / directors
  • Proof of the registered office (ownership or rent agreement)
  • Bank statements / proof of financial standing
  • Character or police clearance certificate
  • Educational certificates
  • National Tax Number (NTN) and business registration
  • The prescribed application forms

5. Compliance Responsibilities

Once licensed, an OEP must:

  • Recruit only against genuine, attested demand letters
  • Use the standard employment contract and complete Protector of Emigrants for every worker
  • Not overcharge candidates beyond government-allowed limits
  • Keep proper records of candidates, payments and placements
  • Report placements to BEOE and renew the license on time

6. Common Mistakes

Agencies most often get into trouble by:

  • ❌ Using unregistered sub-agents who overcharge workers
  • ❌ Sending workers on visit visas instead of proper work visas
  • Skipping the Protector process, leaving workers unprotected
  • ❌ Accepting fake or unattested demand letters
  • ❌ Poor record-keeping with no audit trail of candidates and payments

A proper recruitment CRM helps avoid the last mistake by keeping a complete, auditable record of every candidate, document and payment.
